The theme "Kutumb Prabodhan – Strengthening the Spirit of One Family" draws inspiration from the ancient Indian ideal of Vasudhaiva Kutumbakam, meaning "The world is one family." It reflects the timeless message of harmony, unity and shared responsibility that lies at the heart of India's cultural and civilizational ethos.

In an age of growing individualism and global challenges, Kutumb Prabodhan calls upon the youth to recognize their role as responsible members of a larger human family bound by compassion, mutual respect and collective progress. The theme encourages every young citizen to foster a sense of belonging, inclusivity and moral responsibility, not only within their own communities but also toward the nation and the world.

The Bharatiya Youth Parliament 2026 envisions Kutumb Prabodhan as a transformative idea empowering youth to bridge divides, build understanding and work together for a strong, self-reliant and harmonious India that leads by example in global peace and cooperation.

PARLIAMENTARY FORUM

The Parliamentary Forum of the Bharatiya Youth Parliament 2026 serves as the intellectual nucleus of the event, an immersive platform that allows young delegates to experience the functioning of India's democratic parliamentary system first-hand. Modeled on the structure and procedures of the Indian Parliament, it provides participants with a real-time understanding of legislative debates, policy formulation, and democratic dialogue.

Through this simulation, students step into the roles of Members of Parliament, representing the ruling party, opposition benches and independent voices, thereby engaging in informed discussions on issues of national and global relevance. The Forum nurtures the values of democratic participation, constitutional awareness and ethical leadership, enabling the youth to think critically, articulate ideas persuasively and contribute meaningfully to nation-building.

In harmony with the theme "Kutumb Prabodhan – Strengthening the Spirit of One Family," the Parliamentary Forum reinforces the belief that democracy thrives on unity in diversity, collective wisdom and shared responsibility. It encourages every participant to approach debate not as competition, but as collaboration an exercise in empathy, understanding and mutual growth.

Structure & Proceedings of the Forum

The Parliamentary Forum is organized to replicate the authentic processes of a legislative assembly while ensuring an engaging and educational experience for all participants.

1. Composition of the House:

The Forum comprises youth representatives assigned to various political roles, including:

  • Speaker of the House – Presides over the proceedings, maintains order and ensures adherence to parliamentary decorum.
  • Prime Minister and Council of Ministers – Present government policies, address questions and respond to debates.
  • Leader of the Opposition – Offers counter-arguments, critiques policy decisions and upholds accountability.
  • Opposition and Ruling Party Members – Participate in debates, raise questions and present motions or amendments.
  • Independent Members and Observers – Contribute impartial perspectives and policy insights.

2. Session Format:

The Forum is divided into multiple sessions, including:

  • Inaugural Session – Opening remarks, oath of members and address by the Speaker.
  • Government Mission/ Private Member's Bill Session – Presentation of key resolutions and legislative proposals.
  • Debate and Deliberation Session – Structured discussion on selected national and international topics.
  • Question Hour – Members pose queries to the government, encouraging transparency and accountability.
  • Open Forum – A dynamic space for free expression and youth-led interventions.
  • Valedictory Session – Adoption of resolutions, reflections and closing remarks.

3. Conduct & Methodology:

All proceedings follow parliamentary protocols and time-bound interventions, encouraging discipline, courtesy and evidence-based debate. Participants are evaluated on clarity of thought, relevance of argument, and adherence to democratic ethics.

The Parliamentary Forum thus stands as a living classroom of democracy, where young minds learn the art of debate, diplomacy and dialogue. It aspires to cultivate a generation of responsible citizens and visionary leaders who embody the essence of Kutumb Prabodhan viewing governance not merely as authority, but as service to the larger human family.

YOUTH INVOLVEMENT & LEADERSHIP OPPORTUNITY

a) Student Involvement Strategy

Students enrolled in government and private universities, professional colleges, correspondence institutions, and senior secondary schools will be eligible to register for the 2nd Bharatiya Youth Parliament – 2026. For group participation, institutions may nominate students after obtaining approval from the head of the institution.

Our aim is to cultivate awareness and experience of parliamentary traditions among learners, promote healthy dialogue practices among youth, support the Government of India's Viksit Bharat Abhiyan, and strengthen the culture of Youth Parliaments. Through this, we aspire to nurture a democratic ethos within our academic campuses.

b) Outreach to Private Universities and Colleges

Students from Delhi (NCR) and surrounding states are expected to participate in large numbers, especially from private educational institutions. These institutions enjoy administrative autonomy, allowing them to engage freely in such activities. As per the new education policy, it has also become essential for educational institutions to actively participate in such programs.

Creating awareness among students about democratic values and parliamentary traditions, and developing their leadership abilities will become more accessible for private institutions through this event. Therefore, there is expected to be a strong inclination and enthusiastic participation from private institutions, as their involvement will bring multiple benefits.

c) Empowering Girl Students

In building a progressive India and managing the nation's future, women play a vital and ever-increasing role. To foster self-reliance and self-confidence in leadership among young women, it will be a key objective of the Bharatiya Youth Parliament to give them priority in participation and to encourage female students.

Today, the daughters of our country are playing leading roles in every field and are eager to take on even greater responsibilities. Therefore, through such platforms, we must also contribute to their empowerment. A special strategy has been formulated to promote greater participation from female students.

PARTICIPATION OPPORTUNITY

a) Global Outreach and International Participation

Last year, the Bharatiya Youth Parliament witnessed representation from four countries: Iraq, Belize (USA region), Nepal, and Cameroon. For the upcoming event, invitations will be extended to all nations, including diplomatic representatives from various countries based in India. Selected universities from across the globe will also be invited to join the initiative.

Special efforts will be made to invite and ensure participation of international students currently studying in India. Additionally, under this strategic framework, plans are being developed to connect several institutions worldwide through online platforms, thereby encouraging broad-based global participation.

b) Strategic Support from Government Bodies

It is a matter of great pride that the Government of India has been organizing Youth Parliaments on a large scale across the country. The government, too, is committed to instilling democratic values among students and youth, familiarizing them with the parliamentary system and India's constitutional traditions.

In line with this vision, Namami Gange participated last year as a theme partner. All participants took the Namami Gange Oath, and we also joined them in taking the oath to emphasize our shared commitment to the cause.

We plan to invite the Indian Parliament, the Election Commission of India and NITI Aayog to be associated with this grand event.

Various ministries and institutions of the Government of India will be invited to play an active role in this public-oriented event. These include the Ministry of Youth Affairs and Sports, Ministry of Tribal Affairs, Ministry of Education, Ministry of External Affairs, Nehru Yuva Kendra Sangathan, National Cadet Corps (NCC), and other such organizations.

c) Digital Media for publicity and Participation

To ensure that the "Bharatiya Youth Parliament" reaches the maximum number of people, including those physically present and those joining online, proper arrangements will be made. Similarly, agreements will be established with print media, electronic media, radio channels, and various social media platforms. The event will also be broadcast live through social media handles of individuals who have a strong and influential presence online.

The live broadcast will also be arranged across platforms of all our agreed partners, allied institutions, and supporting organizations. A Digital Collaboration Campaign will be launched so that digital partners can actively share our promotional videos and event content with a wider audience.
